崇重賢善者。賢謂賢聖。善即善法。崇謂崇賢。重謂重善。或賢與善皆有崇重。下無慚愧輕拒賢善。崇重暴惡亦准應知。

Regarding "honoring and respecting the worthy and virtuous": "worthy" refers to the worthy and noble; "virtuous" means virtuous dharmas. "Honoring" means honoring the worthy; "respecting" means respecting the virtuous. Or, both the worthy and the virtuous are honored and respected. Below, where shamelessness and lack of remorse disdain the worthy and virtuous, while honoring and respecting the violent and evil, this should be understood correspondingly.
