諂誑欲色餘通三界者。所言色者即初靜慮。此及下界以有王臣起諂誑故。憍及大八通三界者。行相遍故。

"Deceit and dishonesty belong to the desire and form [realms]; the rest permeate the three realms": what is called "form" is the first dhyāna; in this and the realm below, because there are kings and ministers, deceit and dishonesty arise. That arrogance and the eight major permeate the three realms is because their mental aspects are pervasive.
