論。復次眾生至意欲退者　述曰。次下第三防退方便。於中有二。初舉可退之人。後顯防退之法。此初也。初學是法者。此明行劣。以住已下舉處釋成。內心既劣。外勝闕緣。信行難成。故得退也。即是將退入二乘也。

[Treatise:] "Furthermore, sentient beings […] wishing to regress." / [Exposition:] Next, the third part discusses the skillful means to prevent regression. There are two parts here: first, presenting those who may regress; later, showing the method to prevent regression. This is the first. "Those who first learn this Dharma" explains that their practice is inferior. From "abiding" onward, it presents the place to explain and establish it: when the inner mind is inferior and external superior conditions are lacking, faithful practice is difficult to accomplish, and hence they regress. That is, they are about to regress into the two vehicles.
