金剛三昧經 為說戒者。為不善慢故海波浪故如彼心地八識海澂九識流淨風不動波浪不起戒性等空持者迷倒。

The Vajrasamādhi-sūtra [says]: "The precepts are taught for the unvirtuous and arrogant, because the ocean has waves. Like the ground of that mind: when the ocean of the eight consciousnesses is clear, the stream of the nine consciousnesses is pure, the wind is unmoving, and waves do not rise. The nature of precepts is equal to empty space; those who uphold them are deluded and upside down."
