謂諸菩薩先於等者。謂即資糧加行二位未能親證二空真如。凡所修行依勝解力。是故名為勝行地。言勝解者決印為義。於所照解決定印持故名勝解。

Regarding 'This means that the bodhisattvas previously at…,' etc.: This means that in the two stages of provisions and applied practice, they are not yet able to personally realize the tathatā of the two emptinesses; whatever cultivation they practice relies on the power of resolute resolve (adhimukti). Therefore, it is called the stage of superior practice. 'Resolute resolve' means decisive determination: definitively determining and holding to what is illuminated and understood, it is called resolute resolve.
