苦諦所起增上教法者。謂說苦諦所有教法。此教依因苦諦而起故言苦諦所起教也。此教能與諸修行者方便道中苦智為緣。即說此教名為增上。

"The sovereign teaching-dharmas arisen from the truth of suffering" means: all the teaching-dharmas that explain the truth of suffering. Since these teachings arise relying on and caused by the truth of suffering, they are called the teachings arisen from the truth of suffering. Because these teachings can serve as conditions for practitioners' knowledge of suffering in the path of expedient means, these teachings are called "sovereign."
