由此品離繫故等者。謂由此品麁重滅故。未來現惑無因不生。永不生故說名斷惑。非謂正斷現起惑也。

Regarding "because this grade is freed from bondage" and so forth: this means that because this grade of crude heaviness is extinguished, future active afflictions lack a cause and do not arise. Because they never arise, it is spoken of as "severing afflictions"; it does not mean directly severing actively arising afflictions.
