1.76

十隨煩惱所惱亂者。謂十煩惱隨逐眾生常起不息故得隨名。非根本後之隨煩惱。故雜集云。又貪嗔癡名隨煩惱。隨惱於心。令不離染。令不斷障。令不解脫。名隨煩惱。

Regarding “troubled by the ten secondary afflictions”: this means that the ten afflictions follow after sentient beings, constantly arising without cessation, and thus obtain the name “secondary” (anukleśa); they are not the secondary afflictions that follow the fundamental afflictions. Thus the Abhidharmasamuccaya-vyākhyā says: “Furthermore, greed, anger, and delusion are called secondary afflictions because they constantly afflict the mind, causing it not to be separated from defilement, causing it not to sever the hindrances, and causing it not to be liberated; thus they are named secondary afflictions.”
