Pattayogakkhemāti catūhi yogehi khemattā arahattaṃ idha yogakkhemaṃ nāma, taṃ pattāti attho. Alaṃ samakkhātuṃ saddhammassāti sammukhā gahitattā assa saddhammaṃ sammā ācikkhituṃ samatthā.

“Who have attained security from bondage” (pattayogakkhemā): through being secure from the four bonds, arahantship here is called “security from bondage”; the meaning is that they have attained it. “Competent to expound the True Dhamma” (alaṃ samakkhātuṃ saddhammassa): because it has been grasped directly from the presence [of the Teacher], they are capable of properly proclaiming his True Dhamma.
