sāmādīnām upāyānāṃ caturṇām api paṇḍitāḥ
sāmadaṇḍau praśaṃsanti nityaṃ rāṣṭrābhivṛddhaye //

Among the four expedients, conciliation and the rest, the learned always recommend conciliation and (the employment of) force for the prosperity of kingdoms.
