In commenting on these important Departments of Government, Kauṭilya says: "Mining is the source of the wealth (*Kośa*) of the State; wealth is at the root of the State's property; the earth is attained by the combination of both (*Ākaraprabhavaḥ Kośaḥ Kośāt Daṇḍaḥ prajāyate*).
