**Superintendent of Passports** (*Mudrādhyaksha*). There was a Superintendent of Passports (*Mudrādhyaksha*) who issued passes to every traveller on a fee of one *Māsha*. Travelling without a pass was punished with a fine of 12 *paṇas*.
