There was a wholesome regulation making merchants combining (*vaidehakānāṁ sambhūya*) to dictate prices of commodities and also to corner them (*paṇyamavarundhatām anargheṇa vikrīṇataṁ krīṇatāṁ vā*) liable to a fine of 1000 *paṇas* each [IV. 2].
