2.28

五界趣者，於三界中除無色天，以隨相寄法非殊勝故，若《仁王經》亦有無色天等。五趣中除地獄眾，以彼極苦，寄相顯法亦非勝故，若《方等陀羅尼經》亦有此眾。又無人王眾，以相顯非奇故。或菩薩即人眾也。或唯列王眾，如後十八眾說，以表法自在故。或通王臣，如此三十四眾中說，以具主伴故。

Fifth, 'realms and destinies': among the three realms, the formless heavens are excluded, because in following marks to lodge teachings they are not superior—though the Renwang jing also includes the formless heavens and so forth. Among the five destinies, the assembly of the hells is excluded, because their suffering is extreme, and lodging marks to reveal the Dharma is likewise not superior—though the Fangdeng tuoluoni jing also includes this assembly. Furthermore, there is no assembly of human kings, because their evident marks are not extraordinary; or, bodhisattvas are themselves the human assembly. Or, it only lists an assembly of kings, as explained in the subsequent eighteen assemblies, in order to express the sovereignty of the Dharma. Or, it extends to both kings and ministers, as explained among these thirty-four assemblies, because they are complete with host and companions.
