'Those fools' and so forth re-explains that they do not know the source of the response body in the Middle Way of neither arising nor cessation and fall into the two extremes of existence and nonexistence. Although they can all reverently serve, they cannot skillfully understand names, sentences, and meanings; hence it says 'they do not differentiate names and do not understand personal realization.' Due to clinging to verbal teachings and being blinded to the real principle, they say that neither arising nor cessation is devoid of substantial nature; thus they are ignorant of the distinctions among the Tathāgata's alternative names, just like not knowing that Indra and so on are all alternative names of Śakra. Since they do not understand the destination of personal realization converging on the ultimate, they generate views regarding all dharmas according to words; hence it says 'they form attachments ... according to what is said.'
