13.36

「有執覺聲前因後滅」者，此下敘異計破。此是勝論異師。前覺、聲滅，因後念生，以後與前性相違故，猶如後水逼前水流。彼師不立四相，但由後生令前念滅。

[On the passage] "Some hold that prior consciousness and sound perish caused by the subsequent": Below, this recounts a different doctrine and refutes it. This refers to different teachers of the Vaiśeṣika. The perishing of prior consciousness and sound is caused by the arising of the subsequent moment, because the subsequent and the prior are contrary in nature, just like subsequent water pressing upon the flow of prior water. Those teachers do not posit the four characteristics (lakṣaṇa); it is simply that the subsequent arising causes the prior moment to perish.
