「為諸善士至能生怖故」者，此釋無愧。罪謂罪業，於此罪中不見能招可怖畏果，說名無愧。此中怖言，顯非愛果能生怖故，名之為怖。

Regarding the passage from "towards all good persons" up to "because it can generate terror": This explains lack of conscience (anapatrāpya). "Fault" refers to transgressive karma. When in relation to such a fault one does not see any dreadful retribution that can be incurred, this is called lack of conscience. Here, the word "dreadful" indicates that an undesirable fruition can generate terror, and hence it is called "dreadful".
