7.333

或有生處至聾騃愚鈍等者，如三天下得感人報，若聾騃等病應生聖道，以聾騃等故聖道不生。基云：若生處者，謂隨生處。聖道依彼不生者，即三惡趣。於是生處，異熟果生者，謂惡異熟，於是處生非聖道依也。

Regarding "or there is a place of rebirth... up to... deaf, mute, and foolish" and so on: as in the three continents where one obtains human retribution, if through diseases such as deafness and muteness one should generate the noble path, because of deafness and muteness the noble path does not arise. Ji said: regarding "if in a place of rebirth", this means according to any place of rebirth; "the noble path cannot arise relying on it" refers to the three evil destinies. "In this place of rebirth, the fruit of maturation arises" refers to evil maturation; being born in this place, it cannot serve as a support for the noble path.
