11.78

論云「又諸菩薩，若作國王，灌頂自在乃至而告彼曰：如我恩化，汝亦宜然」者，謂不合以諸百姓等、妻子、眷屬奪取布施，唯持村邑、州土，或全或分而布施時，其百姓、妻子等在中總得布施。雖得布施，仍告彼云：如我恩化，敬崇佛法，汝亦應然。

The treatise says: "Moreover, if bodhisattvas become kings, anointed and sovereign […] up to: and tell them: 'Just as I show kindness and transform, so should you also do'": this means it is improper to seize subjects, wives, children, and kin to give them away; only when holding villages, districts, and territories, giving them either wholly or in part, are the subjects, wives, and children within them all given. Although they are given, one still tells them: "Just as I show kindness and transform, revering and esteeming the Buddha-Dharma, you should also do likewise."
