論解增上生中云「謂最初住作轉輪」等者，謂初住作一天下王，二住四天下，乃至第八為小千界主，第九為二千世界主，第十菩薩生摩醯首羅天，即淨土。其實在下二界間，以無漏業生故，名色究竟上。此據未得法界受用身論。

Where the treatise explains sovereign birth, stating, "namely, in the first abiding, acting as a wheel-turning [king]," and so forth: this means that in the first abiding one acts as the king of one continent, in the second abiding of four continents, up to the eighth where one is the lord of a small-thousandworld system, in the ninth the lord of a two-thousandfold middle world system, and in the tenth the bodhisattva is born in the Maheśvara Heaven, which is the Pure Land. In actuality, it is between the lower two realms, and because one is born through uncontaminated karma, it is called [the heaven] above Akaniṣṭha. This is discussed with reference to one who has not yet attained the enjoyment body of the Dharma realm.
