14.66

論解心是相應故染中，「說心生時，自性清淨」者，此據非自性染名清淨，非無漏故清淨，如《勝鬘經》中同。

In the treatise's explanation that mind is defiled through association, regarding 'it is said that when the mind arises, it is intrinsically pure,' this is stated in the sense that it is not intrinsically defiled and is therefore called pure, not that it is pure because it is undefiled (anāsrava), which is the same as in the Śrīmālādevī-sūtra.
