「色、無色界，有煩惱、障故」等者，由有煩惱故，於死不自在，尚有死；由有障，即長壽天難故，於住正法不自在。

Regarding "in the form and formless realms, due to the presence of afflictions and hindrances", etc.: because of the presence of afflictions, they lack autonomy over death and still undergo death; because of hindrances—namely, the difficulty of the long-lived devas—they lack autonomy in abiding in the True Dharma.
