"If a bhikṣu speaks to other bhikṣus, saying: 'These bhikṣus instruct bhikṣuṇīs for the sake of food and drink,' it is a prāyaścittika." / This full precept text has three clauses: first, the person who commits the offense; second, criticizing; third, penalizing the offense. The first clause can be understood. Second, "criticizing" means that seeing another obtain gain, distress arises in one's mind, and therefore one gives rise to criticism. Third, "it is a prāyaścittika" is the penalizing clause. The Vinaya states: "If one criticizes as above and speaks clearly, it is a prāyaścittika offense; if not clearly, a duṣkṛta." Regarding non-offenses: "The matter is actually so, that he instructs for the sake of offerings of food and drink; or if said in jest, or said mistakenly—none of these is an offense."
